"Monstrous Regiment of Women" is an frequent misquote of the title of a a 1558 political-religious treatise by John Knox, "The First Blast of the Trumpet Against the Monstrous Regimen of Women" (1558), which argued against female monarchs on religious grounds. (See Wikipedia.)
