Lucy Butler is a character on Millennium, played by Sarah-Jane Redmond. Lucy Butler is a Satanic or demonic figure in the show, sometimes described as part of or a manifestation of "Legion", one of the explanations for the presence of evil on the show, and a name taken from Christian mythology. in Mark 5:8-10, a demonically possessed person says, "'My name is Legion,' he replied, 'for we are many.'" In Millennium, Legion becomes a term used to describe the presence of and manifestations of evil, particularly supernatural or psychotic evil.

Butler's first appearance in "Lamentation" is as a woman who married an imprisoned serial killer; she had been previously acquitted of murdering her own child. In "A Room With No View", Butler is a psychotic and sexually abusive character, who kidnaps young men (and young women, too, are freed at the end) and psychologically tortures them. In "Antipas", Butler shows up in a wealthy political home, with the intent to subvert the politician through seduction, and the child through evil.
