The Millennium Group is a semi-secret group of private investigators from Millennium. They recruited Frank Black after he had a breakdown from his work at the FBI.
Officially they were a group of (primarily) ex-law enforcement officers who would consult on particularly tricky crimes, or those involving occult or ritualistic elements. As they show progressed it became apparent that they group had another agenda, and that factions within the group had their own agendas as well. Thus, Millennium' developed a conspiracy arc like The X-Files, centered on a shadowy organization.
The organization was based in part on the Academy Group, a real-life US-based consulting group of former law enforcement officials, including criminal profilers.
