The book opens 8 years after Renegade; 10 years after the Blanket.

Elizabeth and Sedgewick argue. Sedgewick is still in an alcoholic stupor, and is playing politics.

Celia Espin, a human rights laywer, her mother Elena Salgado, in Southern California, and Luis Salgado her uncle, discuss martial law.

Weatherall accuses Allison of giving Sedgewick the transcripts of her torturing Zeldin.

Celia meets with Emily Madden.

Weatherall has a date with Hazel Bell. Martha and Venn talk about the newspaper "The Examiner".

Weatherall and Mott negotiate about dealing with Barclay Madden, a wealthy black market leader in San Diego with strong ties to the Military. Mott is hostile.

Celia is arrested. The Free Zone is getting more and more refugees that have been tortured.

Weatherall, Lisa Mott, Emily Madden, and a service tech named Ginger go camping in the desert. Weatherall is trying to manipulate Barclay Madden through Emily. Emily refuses.

Celia is tortured and raped in prison by ODS.

Sedgewick slips further into alcoholism and mental breakdown.

Celia is released but is "named"; she cannot be a public person any longer. Emily takes Celia and her mother Elena to live with her.

The Free Zone continues internal arguments but begins diplomacy with the UN and other Free Zones. Martha refuses to go to dinner with the executive ambassador women as it would be too awkward.

Weatherall is made Daniel Sedgewick's handler. She reports to Sedgewick that Emily is being treated as her father almost as a son and heir. They argue over Alexandra's upbringing as an executive woman. Weatherall thinks of things she never got to ask Zeldin, such as the aliens and her opinion of executive sexuality.

Martha Greenglass is smeared in The Examiner (the Executive propaganda paper in the Free Zone).

Weatherall realizes Sedgewick plans for Daniel to be his heir.

Weatherall, Daniel, and Lisa Mott tour a political prison near San Diego. Elizabeth expresses intense disgust for men both executive and sub-exec.
