Local people are tyrannized by raiding bandits led by an old enemy of Xena's, Cortese; it turns out that Cortese is both the king and the bandit-leader. He has a nice gig: Growing rich off heavy taxes on the people, which he justifies by local fear of the bandit-raiders. A nice commentary on how people become kings. | |||
