Short story by Raphael Carter, and winner of the 1998 Tiptree Award. So far, it is still the only short story to win (rather than share) a Tiptree Award. It was also a candidate for the Sturgeon Award. The story's full title is "'Congenital Agenesis of Gender Ideation' by K.N. Sirsi and Sandra Botkin". As you can tell from the title, the story is cast as an academic paper about scientists studying gender "abnormality."
